Pillars of Harmony, Diplomacy quest:

Incite An Fai Silversilk to Weave the Flag, portion

She does not have the option to deplomacize her for the quest. She only has the normal civil

Just went through the quest and had no problem finishing it. Note that An Fai Silversilk needs components from the other objectives so you have to finish them first. Once you finish them all and get the components she needs the parley will show. Unfortunately you can't skip Taejin on this. He is, as far as I can tell, the toughest parley in the game. Just don't give him any red or green and you might have a chance.
