While on the quest Pillars in Harmony -7510 it appears that the part of the quest in which I must Incite An Fai Silversilk to Weave the flag, is not working. When I go to hail her; she only has the Civic Diplomacy quest and not Pillars in Harmony.

I was able to get the parley to come up under the right conditions on this quest when I checked it a few days ago.
Keep in mind you will not see the parley on An Fai until ALL of the other objectives of the quest have been completed. An Fai needs ALL of the components to do her job.
The hardest parley is the first one though. Taejin could currently be the hardest NPC to parley that's been implemented in the revived game so far. I know it is possible though as I've done it. Best suggestion is to try to rob him of "fuel".
