Details:
After talking to Ish Dai Snowcrane - I was not offered the and next quest in the quest line or the turn in for the warn him quest that I had just completed. I clicked him again and got all the quests offered including 7472 and 7996. I clicked on the plans quest to keep it in sequence but it gave me prayer. I completeded that and was offered 7472 and 7996 but not the plans one. Thus, I was able to bypass a really annoying quest, and its rewards.

I have only seen this once

I'm wondering if this particular character had already run through these quests somehow?

I was unable to reproduce this on several characters that have run through IOD.
