What to do in such cases :
Stacie001.JPG
, should we take all locations into one path or ....... ?
An Apple for Stacie
Also should the apple be eaten when hailing Stacie or by Right-clicking (Using) that apple into the inventory ? Any generic rule/behavior for such cases?

After looking this up, Stacie is a cow, and is a clickable quest object. Here's some quest info I found on it http://vanguard.wikia.com/wiki/An_Apple_for_Stacie

So I assume she's a wandering mob, and all those spawns are where people found her. The extra spawn might be after you click on her, she might despawn (the wandering clickable one) and then respawn running back to her owner (nonclickable, so not the same spawn).

So you'd set the objective to click and pat her. She might take the apple from your inventory. (If you get an apple). And then despawn the original, respawn the runner, and have it go back toward its owner and despawn.

It's also possible that she respawns as a follower, and you have to take her back to the owner. But according to that wiki, all you have to do is find and pat her.

If you look at the Pawn tab of both entries, you'll see one is marked Clickable while the other is not. Quest text in the DBE says patting her reminds her to come home. So I think Jakkal is right, you click Stacie, she eats the apple, then despawn/respawns as a non-clicky and wanders back to her owner. Then after some time despawns and the clicky version repops for the next person.
