Diplo Quest on IoD - meeting quotas

I have the diplomacy quest, Meeting Quota's on IoD. It's asking me to collect 5 Hearsay about Trends and 5 Rumors of Blackmail, by going through the basic diplo with people in the area - essentially pushing the levers. Trouble is, the levers aren't working, and I don't seem to be getting any reward, ever.

Are the diplo levers functional and is it possible to get the diplo rewards (trends and blackmail) by doing doing the diplo to push levers?

If I remember right, you get these from the parleys of two people in a house near the town center. I want to say that they had the last name of "Sunrain". Do a /tar Sunrain and see if there's two people in a building near the center of sun village. I remember people had this issue in Live VG as well. I think it's one of those 4 parleys that gives the information type you need.

Diplo levers are not yet implemented.

For the quest, the Quest Summary has this in it: "[Designer's Note: Civic diplomacy is not returning information items yet. It should eventually though. Currently, you may get your information for this quest from the Suncrests, who are in a building in Sun Village.]"

Guess I should have read all of the quest notes. Imagine that, I didn't - Tinqu knows I don't read more than 4 lines, lol. Thanks for the help.
