Details:
When I finished the diplomacy quest "Visions of the Moon" (ID 3628) I was prompted to report the quest to have no base experience set. :)

This was a very early quest and is considered level 0 (which might be a problem itself). All level 0 quests have 0 experience and trigger that error. I didn't address that when I created the quest though. I've changed it to give 286 experience like other level 1 quests. Ultimately we'll balance this experience out properly though.
