Details:
The quest The Vaelwyn Plot - 3600 completes as soon as I use the Minor Essence of Jin to create a diversion. I think I am supposed to go into the citadel after the diversion and grab something (poison?) under cover of the diversion. However, I have not done that, and the quest is complete. The quest giver still has the blue icon over his head, and is expecting me to do something more than I have done (i.e. the quest really isn't complete).
