Details:
In the live version, losing a diplo or quitting it early resulted in that NPC not offering the diplo for a certain period of time. I want to say it was roughly 5 mins or so. Currently, all mobs offer the parley again immediately after failing or losing.

For note: Only civics, some nonquest parleys, and specific NPCs/Mobs had a cooldown after failed attempts. Quest parleys did not have a cooldown on them. I don't believe any cooldown is currently in game though.
