Details:
the diplomacy quest "learning repeals - 3612" in ca'ial brael is not working. The dialogue box for the quest states "place your new repal "fan the flames" into your strategy, but she does not give you a new card to place into your deck. the quest does not progress without having that card in your strategy

Ok, the quests never gave the card before but that shouldn't have prevented you from running the parley and even defeating the parley if you're good enough. The problem with that quest was that the parley was not properly set up for that quest. Giving you the card would not have helped in that case.

In any case I fixed all of those problems. The quest now gives you a card you can put into your strategy and the parley works. This leads into two other training quests which had some of the same problems that I fixed. However these training quests really need to be configured to appear differently. They're supposed to not show up until certain diplomacy levels. But since diplomacy experience is very anemic now I'll wait until that is fixed before putting the level requirements on. For now they are just prerequisites of certain quests.

Some of the quests give you the wrong statement for the parley. Again you can defeat the parley. That's how it was in the DBE so for now I'll leave it that way but of course having the right statement is what the training quests are all about.

Long story short... it works for now but will be changed in the future.
