Given by: Kimaso (Magistrate's House)
Description:
Although both parts (plant flag, inicte To Re the Spiritseer) completed and the quest also having that "complete colour" I cannot finish it at Kimaso (still labeled ongoing - blue dots).

This quest is not turned in to Kimaso. You complete it on To Re.
I could put text in the quest summary to suggest this but I figure the original game didn't do this (according to the collected quest summary notice) so unless too many people have this problem I'll not do this currently. Keep your eye's open for those green checkboxes.
