dialog options to progress the quest do not appear to be on the NPC (Bahz Raunecarver)

This particular quest is in Bordinar's Cleft and Diplomacy has not been started there. I've disabled the quest so it should not even be offered. It will be re-added when we address diplomacy in Bordinar's Cleft. Unfortunately there are many other diplomacy quests that were started before we were ready to implement them. For now just assume Bordinar's Cleft has no working Diplomacy quests. We will get to them eventually though.
