For all constables and agents inside of the city:

- drawscale_low/high .8-.9 (random height for gnomes, but not too crazy)
- split up male/female numbers (my clones were all female!)
- appearance_id 3 is randomized 1-40 (random appearance, only applies to face/hair)
- spot checked for any attachment set_id missing 0-1 slots, but had 2/10000/33/29 as an attachment (that combo was generating headless, hair only NPCs)
- added titles to various NPCs

Note: Some of the above changes only applied to this particular race id.

Assembled the NPCs in the Transient Curator Unit area (near the newbie area).

Pirufrateg Kezitun (Spellcaster Instructor)
Catripo Aztop (Heavy Fighter Instructor)
Constable Ansibodi
Hepca Tasenonom
Irtpaco Zatatenin (Weapon Vendor)
Cecmurub Zorcin (Healer Instructor)
Cuscat Aretixenald (Light Fighter Instructor)

I only knew the coords for 3 of them and made educated guesses on the rest. Considering there were empty tents, it wasn't very difficult. There's going to be a lot of guessing moving forward, so I'm not going to post that every update.

Added path for Constable Ixeb. There were 10 pathing Constables, will make up paths for the other 9 soon.

Notes to self:
- All NPCs need attachments/appearances changed
- RaceID changes needed 352->190 for older NPCs
- Found reference to "Apprentice Xadalen" in Game Update 6, but can't find him/her anywhere in unreal data or anywhere on the interwebs
- Last section is Menagerie of Telon (10-12)

Added new path for Constable Rolmee. (Used a for loop in reverse to avoid having to enter duplicate points on the path's return, in effect only having to enter half the points needed for a full path - tested with a kneel animation at end of path to confirm starting/end points where not duplicated.)
