Okay, this is not the same problem as the delayed quest shields not showing up.
This was done on purpose. You have to go through his dialogue before he'll offer the quest. At the time that I set him up, we didn't have a way of doing this. It wasn't until we worked with the problem on IOD that we figured it out. So he'll need to be updated.
