EYE OF THE INSTIGATOR

i have an eye but the npc doesnt want to validate the quest
i tried 3 times

That is not the correct turnin NPC. The quest turnin is at the bottom of the dungeon at a second Projection of Teclisen. It was that way in live iirc.

Edit: I rewrote the quest text slightly to hopefully make the above clear to the adventurer.
