I'm pretty sure they are the same person (lady just outside the fort near the mounts). The harvesting quest line just hasn't been implemented there yet, or at least it wasn't last time I checked.

Hathor Zhi shouldn't be checked at this time. We got the first few quests up, but then found a lot of information is just missing. We might be redoing HZ from scratch. So I wouldn't check anything there at this time.
