Details:
This may have been done because there is no way to distinguish a repeatable quest yet.

In Martok, Gwarn's Boundary, Vise Garthog offers "Leather for Strappings" and "Leather Strappings" (repeatable version) at the same time.

"Leather for Strappings" works with five trash items, whereas the second quest (correctly) works with ten quest items.

On both of these, the dialogue begins with "Vise (character name) instead of "Vise Garthog".
