Details:
On quest turn in, if you click the quest, then click the continue button, then close the dialog without hitting complete, then you will no longer be able to turn in the quest and you must drop and redo the quest.

Tested this myself and it does do this.

I believe this is fixed now. I had to put a check in to set the quest a half-step back so that the correct window will open and the correct icon will show if someone had clicked-through to reward and cancelled out.
