Details:
For the quest "Unforgivable," the only Hobgoblin Food Source that has a sparkly and will update the quest is the one in the entrance tunnel. The others have no sparkly and just give a message that "You have clicked an object named 'Hobgoblin Food Source.'

I'm guessing that there the problem is that there are 3 spawns that are hobgoblin food source, but only one had the script assigned. I've assigned the script to the other two. Hopefully the next time spawns load this will be fixed.

Confirmed, there are now 5-6 food source spawns that can now be used for the quest.
