I get the impression this is supposed to be level 5, as Taejin seemed impossible until at level 5 I received 3 new card slots (which seems a lot). Even if it were to be altered up to level 5, though, I doubt players would know what to do between the previous quest and 7786. NPCs might need to remind players to practice Civic Diplomacy to gain levels.
