Quest 4189 - Tursh off Carter Sinclair
Quest is doable upto the Collect All Parts of Surgin Hilthorn, after you do this and quest updates to show you have to "Plant Surgin Hilthorn's Body" as you plant the body the previous step reverts to incomplete. Stopping the quest completion.
