This is how it was in live - so your characters could skip the tutorial quests if they wanted to.

Hi Jakkal,
You are correct, you should be able to choose your skill without training, but in my case, i had already started some training quests, and after that, i wanted to change my skill, but unfortunatly the current skill quests persist, so if i remember correctly, i had quests that was not coresponding to my new skill (i think my old training quests should be deleted (only for the skills a had reseted) and new training quests would have to pop up to remplace the old one..

I don't remember exactly why i reported that... maybe because i had an issue when i tried to achieve the crafting/harvesting questline... maybe if you recheck the 5 or 6 first quests you will found something more concluant...

No, new training quests didn't pop up. You would simply change your harvesting type via the dialogue, you didn't get to do the quests over again.
