Problem: not sure if this is intentional but NPC Hershas mininite is in Qalia human starting area lvl 15 4 dot npc. he is kos to qalia human warrior and just did unspeakable things to me.

This is not a content design problem. Something is making KOS mobs attack players. There is nothing content designers can do about this currently
