Details:
After accepting "Inform the Magistrate's Representative" from Eni Jaderiver, the quest can be completed by speaking again to Eni Jaderiver or speaking to Elder Wen Starbrook.

We shouldn't be able to complete by speaking to Eni Jaderiver.

That's pretty much the end of the line for quests, so I hadn't looked closely at it. I adjusted her script to not be a completion npc for that quest. Hopefully that will be all that is necessary.
