This appears to be working on my end with the code I've just committed. There are no special handlers for this particular quest; it just seems to work now. I wish I could tell you why but I made so many little changes that I don't know which one did it.
There may be issues with parts of this quest if you have an npc targeted. That is still a problem with "A Suspicious List" that has similar flow.
If you still encounter issues finishing this quest, please let me know what class you are and what exactly you are stuck at (I'm assuming the very last reward window at the turnin).
