The only quest I have left to do is Sisters: Hethe's Demise - 641, so not sure if there are more quests that open up after it. Related to this quest, I think I'm missing something. I was only able to activate the rod once and have been unable to find the locations to activate it for the other stones.

For Hethe's Demise, you have to go to the base of the stones and click them in a certain order. Also the rod changes each time, so if you dropped it on your hotbar, that won't work. Do it on the inside of the stones, where they all face each other and just click until one updates.
