Diplomacy

i did not receive the extra 3 card slots when i hit level 4 kept grinding diplomacy to lvl 5 and still nothing then logged out upon relog the slots appeared.

This is not a content bug, this is a dev issue.

This should be fixed on the next server update, but the code is setup for more slots to be granted at level 5 rather than 4.
