Rooting didn't work on most flying creatures in live. BUT, I have a feeling this bug report is related to the number of misses one gets shortly after dinging.

Just tested on quest targets "Gloomscry" mobs, Piercing Roots works on flying mobs currently.

The 'resists' and 'misses' are being worked on, but it becomes especially bad just after your character dings and you need to get skillups.

I've been testing my druid on IOD and here's what I think it is:
When you start out, all your skills are at 0. The less your skill, the more likely you are to miss. You need your skills to be maxed out in order to not miss all the time.
When you get Piercing Roots, at level 4, you are at 0 for Conjuration. That means you are 40 skillpoints below the level max (40). That means you will miss almost all the time until you can get those skill points up to a reasonable amount for your level.
This is definitely a problem. I've had to turn on auto attack to kill mobs several times now because I would miss over and over and run out of energy. And this happened on all the caster classes. I've died more than a few times because of multiple misses.
Seems to me that low level characters need greatly enhanced accuracy. I'm not saying they have to hit all the time, but 5-6 misses in a row is enough to make someone ragequit. (Esp since damage is lower than it should be because attributes aren't in yet).

In general it was pretty easy to hit mobs who were yellow to you (meaning your casting skill was 10-20 points lower than "even" with the mob). My psi almost never got outright resists, even on red mobs. When it happened, I would be like WTF? I used to hit purple mobs with regularity. Now, it is true that my psi had a pretty good boost to accuracy, but I played a lot of casters (40 or so with around 1400 levels combined), and most of them had nothing great in the way of +accuracy. None of them had a regular problem hitting yellow mobs.
Now, there was a patch at one point (probably around 2011) that made sorcerers get more resists, but that seemed to be a mostly flat chance to get resisted (in other words, it didn't matter whether the mob was blue or yellow, I would get periodic outright resists). Note that I only had a single sorcerer (level 50), so it is possible other sorcs had different experiences.
Also, there were occasionally classes that did not get a casting school until they had a few levels under their belts (DKs and rangers come to mind). Those characters would get many outright resists until they worked their casting skill up.
However, if your casting skill was within 10 or 20 of being even with the mob, full resists were pretty rare. In the emu, if you are down 20 to the mob, you're going to miss a lot. Resists definitely need some tweaking.

Resist related not a bug
