I actually remember this happening on LIVE a lot of times.
Usually it was when you had previously attacked a NPC with melee attacks.
Then the next NPC you attack would still show the same animation.
I believe the fix on Live for this (without a proper fix) was to equip your melee weapons first then the bow, and it should show a bow animation.
I could be wrong but this is what I remember.

Yea when I was working on this the client was extremely picky and the way they coded this made no sense. We basically have to tell the client what you are using each time you swap between melee and range and even then the client seem's to get confused sometimes. I'm not sure why they just didn't code it directly into the client and let it handle the whole thing for the animations. I thought I had it working pretty good does it still do it after the first shot?
Re: Bug 843: (Developer) When I fire my bow, I first do...
I only noticed it on the first shot. Basically, I was pulling with the bow and then switching to melee. I did one-shot a mob with the bow once, but I don't remember if the next pull got the double animation. I'll see if I can recreate that and get back to you.

During live it wasn't just ranged that did it, if you did any ability (ranged, sprint, ect) it would duel swing than do the action. It was like you used what you were weilding than proformed the action. How it behaves right now in the EMU is how live was too.
Working as intended?

I think this is definitely different than live. It jumped out at me as soon as I saw it. When I pull with an arrow, I am nowhere near done with my initial combat animations when the mob arrives to melee with me.
I played around with this a bit today. It turns out I cannot test what I wanted to test, because melee autoattack was turned on after a ranged attack. I fired my bow at a mob, and then intended to just stand there while it attacked me. However, I immediately started beating on the mob with melee attacks, which quickly killed it.
My intended test was to kill a mob without using melee, and then see if the next ranged attack would get the melee animation. I could not do that, because I always melee.
IIRC, this is wrong. Autoattack should only go on automatically after using a melee attack, not after a ranged attack.
Edit: Here is a video showing bowfire in Vanguard: https://youtu.be/ZssaDkcv84M?t=679 (11:19 in the video if it doesn't go there automatically). There is no melee animation at all.

Someone messed with the ranged attack spell values and that is what was screwing it up. I just changed them back to what they should be.
Next update ranged attacks will no longer turn on auto attack.
