When a world object (i.e. Sign Post, scroll on table, etc) opens a dialogue window (Quest Offer/Complete, etc) you have to have a random NPC targeted in order for the dialogue window to populate at all. Even when an NPC is targeted, the quest is not showing as complete (even know it is).

Thank you for the details. I will look into it when I get a chance. Tomorrow may be one of the busiest days of my life, and this weekend is packed, so it may get pushed to next week. But I will get to it!

Busy office day with patients. A dental student that wants to be an orthodontist is shadowing all day. They are going to be closing the road to my house and there is a 15 minute detour, but I don't know what time that will be. A writer from ESPN The Magazine is coming to look at my video game collection for an article he is writing, and staying from about 2PM until late. I travel to Indianapolis tomorrow, and then run the Indy Mini half marathon Saturday morning. Then Mother's Day Sunday. This is zippyzee's life, for better or worse...always an adventure!

Working on this right now. I have it mostly fixed, but there is still an issue when completing a quest that it doesn't want to close the window. Otherwise we should no longer have so many issues with non-targetable npcs in the quest system.

Ok. I came to a bit of a standstill on this one, so I went to the logs to see what really happens. The standstill is that the quest completion window won't close, even though it looks like it should.
What I found is that the quest is set up just like Tentrees Tools in Isle of Dawn. You click on the interactive note, an access timer waits 5 seconds, and then you get a loot window with item #1397678 (Suspicious List).
When you right-click on that item, you then get the quest display window, which will update the quest to completion.
So the moral of this story seems to be that the designers did not intend for interactive objects to have dialogs or conversations or quest options or any of the like. I can override it to make it happen but the client eventually gets upset and refuses to behave at the end. When putting quests together, do not start conversations from interactive objects. You might directly display a quest, but don't go through the typical npc dialog route.
I'll work on this particular quest for a bit and get it fixed up to make sure it operates correctly.
