I hear you, I mean I use the PlayerBot for WoW/Mangos servers as an example of the level of re-work needed for such a thing, though the PlayerBot is perhaps the single most popular mod for WoW emu servers (and the bots for EqEmu servers as well)

I would agree that core functionality is a priority, but maybe the sort of thing you can start designing for now, to implement later. (perhaps as an extension of the NPC AI)

In regards to population issue, we've also talked about scaling content (and rewards) based on group/raid size as well. Also not a 'for sure' thing, just something we've talked about.

As a short term testing of the waters, let's say. You can always use the existing mercenary contracts. Just extend the contract duration and beef up the mercenaries. If something more elaborate seems needed beyond that, at least we have a starting point.
