Questions about the emulator, what can or can not

First off great job, OMG this a tremendous undertaking, Vanguard is really huge and complex. Take a bow.
Understand there is Sooo much work to get the existing world back the way it was.

This thread was inspired by:

The authors mentions a bunch of dungeons few people ever visited(prolly agreed with most), wondering if u have the power to create quests/drops , etc to attract players to the under used zone/dungeons. It could encourage more alts, given they might have a different path to 50.

Curious about the emulator can and can nots. Understand the client can NOT be modified.

What are the limitations on the server side?

Quests:
Can create a new quest or modify a quest, for example by changing the reward drop or the quest giver?

Spells:
Can u create a new spell or modify a existing spell, for example change the power or duration?

NPCs:
Same thing , can u create new ones or change their purpose

World map:
Can u modify a zone, again for example could u create content in one of the many unused player housing zones?
Never realize the most for the Qalia east and south east coast was player housing zones, something like 8 zones.

I can't answer this one, that's up to the devs.

Yes to both. I've already had to do this a few times. Dahknarg's starter area is an example. There are some under utilized/unused dungeons that we've already talked about making quests for.

Yes, we can.
NPCs:
Same thing , can u create new ones or change their purpose
Yes, we can. The caveat here is that since we can't edit the client files, the NPC's we create need to be copied from already existing NPCs in game. For example, I can make a dragon mob that looks exactly like Kotasoth. I can change the tinting on it (the colors will change just slightly). I can change the size of it (ratio remains the same). But I cannot create a dragon in my own 3d software and import it into the game.
World map:

Never realize the most for the Qalia east and south east coast was player housing zones, something like 8 zones.
We can't change the landscape of the zone or any buildings in it (Except for player housing). We can't move plots or anything like that. That requires editing the client files. We can put stuff IN the zone. But we can't edit the zones themselves.
