Would it be possible to have difficult levels or stat tweaks?

I loved Vanguard in the early days but I found it became too easy later on. In the first year I did dungeons and saw wipes and hard times that really motivated me to try to get the best item I could find in every slot, and grind those mobs and quests to get more exp. But when I played years later, I did dungeons with groups where nobody lost a single hit point. Not sure if gear became op or what, but I wonder if making our own servers there could be tweaked stats for stuff like this?

There's many factors involved here that might have made it appear that things were made easier. I doubt it was the gear, the gear mostly didn't change. It could be that later on you had better healers. One disciple can go a long way to keeping everyone's health tip top, especially with inner light. If everyone is out to get the best gear and become better players, then things will seem easier.

But overall, the dungeons were still difficult, especially if you had a bad group makeup or whatnot. I'm guessing you didn't go as far as POTA, Virak, or COB, where they were extremely difficult even for raid geared players. Whereas places like Tricksters were relatively safe and easy. NN, RI, and BOD were equally challenging (or easy depending on the players).

If server owners want to make their servers super difficult, that's up to them. But for our server, it will be as much like Sunset as we can, with some minor changes if we feel it's needed.

Cool thanks. The dungeon I found easy was Greystone. Wish I got to see those ones you mentioned! I am glad server owners will be able to tweak stuff like that though.
