I am on the last Hunters League quest "Hunter's League Bounty: Velthezok Scawlra" for my weapon on Skawlra Rock. The quest says that you just have to kill Velthezok, but I cant find him. Is there a placeholder that I need to kill? I've already killed Lokkie the destroyer and several of the council members, but still Velthezok is a no show. Is there something else that I need to do to get him to pop?

In the skull head there are Red, Blue, and Yellow councilors. They drop a corresponding mask. Once you have all 3 go outside to crow on the pillar and click on one. He will be summoned. Difficult fight ensues.

You have to gather all of the different masks to get him to spawn. Iirc, you click a totem outside the boss room with all the colored masks in hand.

Their drop rate is low. You might have to clear it out a few times to get them to drop. It's actually a better drop rate than live since we need people to test, not get frustrated and leave, lol.
