Details:
Advisor Neethax has a blue quest icon over her head, but I have no quest active involving her. When I hail her, she just tells me "You'll do fine out there."

Maybe I'm missing some context here, but Advisor Neethax is the questgiver. She's supposed to have the blue shield over her head when you take the quest. I don't see anything wrong here.
