The "Text" front end (actually rendered with OpenGL+FreeType... sorry I'm a game dev, not a ui designer ) may be a little on the ghetto side, but it's simple and functional.
The ICB files actually follow the same format as the ISB files, they just contain different data types.

The app plays directly from the client assets of the game (the isb+icb file pairs). A lot of what I did was guesswork, but from what I can tell it seems correct. I'll probably make a pass through the code at some point to clean it up then release the source.

I wrote a utility to directly browse/play/export Vanguard's music and sound files. It's not the most user friendly in the world, as it's kind of exposing things in the same form as they're stored are in the actual files, but it works pretty well: http://vg.neoclaw.net/vgmusic/ There's a lot more ...
