I too am getting the same error (see below). The launcher appears to be trying to patch a single file but fails every time. It started out of the blue. Try launching the file as an administrator. Right click on your desktop icon and click on the "run as administrator" option. A box will pop up asking for permission to run. Choose 'run' or 'allow.' After a reformat of my machine the launcher would just sit there and not update, but it worked fine when I did this. I then set my shortcut to run as administrator permanently and have had no problems.
The same thing is happening to me and I have no idea why. The download gets to 98.5% then I get the same error message.

Yeah, deleting the launchpad.cache folder doesn't work and neither does resetting the internet options as suggested. I get the same line every time: *Warning: Retrying bin/Resources/Strings.txt
Does the file bin/Resources/Strings.txt exist? If not perhaps creating it to update it, if it does exist delete it?
It does not exist, the file CodeStringMappings..txt is the closest thing I can find. I tried creating a bin/Resources/Strings.txt file but that didn't work. It seems even SOE support has no idea, I'm tempted to just give up and try a different game altogether. I was just starting to enjoy playing Vanguard too.
I'm going to send you my strings.txt file maybe that will work - pm sent Crap file is too big to fit in a msg - if you want you can either pm me your email address or I can break up the file and send several in PM - but it would be quite a lot of PM's - your choice
OK, I sent it in a few conversations - you can try putting it together or maybe just use a portion of it - note that the numbers are NOT sequential. Hope that helps

I have the same issues... tried all above as well and other things and I get the same thing. I even re downloaded the installer and downloaded the program. I see from your time stamp that this was early in the morning for me, given that it is the weekend, and the primary staff to help with this issues has been reduced and is US west coast based you may not get a tech answer any time soon. Several players have posted ways they "fixed" similar problems and it appears that you have done what you can already. Other than deleting the vanguard bin file and giving it another go, I am not sure what else to tell you to try. sorry you cant get into the game, it is really one of the best out there. Also, although you may have already tried clicking on the little gear icon and forcing the launher to recheck files, another trick is to switch to test instead of live. let that load and if you get to character select, make a toon, enter game, then exit, then switch back to live. good luck
I thought of that too. I switched to the Test server and it updated fine, got all the way to the character creation screen. I mucked around and tried loading the live game and the same update occurred. According that error message it say unable to retrieve file from Their patch server.... It feels like its on their end. Why would 5 gigs of files all successfully patch over (reinstalled it) and than the last one or four files (about 15 meg worth?) suddenly become unreachable
Try copying the string.txt file from the test folder - I think it's a diff folder? Not sure since I don't do the test server
where is the Folder for the TEST server? I can't find it anywhere, seems like it just changes a few files in the main directory and than goes on from there..... TEST server runs fine... I can create characters and everything.... not on the LIVE though. I got a message from SOE and I got what appears to be a Canned response and the same links and process already mentioned in the forums here and the other support section. tried everything they said and still nothing I pointed out to them that the error says it Can't download the file, from there patch server...
