Civic NPCs are NPCs that offer Civic Diplomacy. Civic NPCs reside within towns throughout the various regions of Telon. Each NPC represents one of the stationsof the people within that town. All eight stations are not necessarily represented equally in every city, although every city has soldiers. The station and race of the NPCs in each town generally determine the type of expressions used while parleying. For example, Civic NPCs in Martok tend to use Demand (for Orcs and Soldiers) and Reason (for Goblins and Crafters). Some conversations are blocked in each city or outpost based on the racial expressions of the NPCs in that city. For more, information see the article on Towns.
Doing civic diplomacy affects levers. When these levers cross a threshold, they activate a buff in the location (and possible the outpost) of the location you are doing civic diplomacy in. A full buff listing can be found below.
When you engage in Civic Diplomacy Parleys, you will push Levers associated with the town that you are in. Each combination of Station and Conversation will push a different lever. When a Lever has been pushed enough, an appropriate Buff will be activated. Use the /citystatus command to view the current status of each lever and to find out how far the lever has to be pushed to activate the Buff. Please note that the Interview, Incite, Convince, and Entertain Levers for each Station are tied together in such a way that when you push one Lever, the other three Levers for that Station will be reduced. As a consequence, if you want to activate a Buff, you should push only the Lever associated with that Buff. The Gossip Levers are not tied into this system so you may engage in those Parleys at any time without fear of any negative affects on other Levers. Before attempting to push a Lever, you are advised to check with other Diplomats in the area to see if anyone else is engaging in Civic Diplomacy for the same Station that you wish to use. If you wish to make more than one Lever for a Station active at the same time, you should push one Lever at a time until the Buff becomes active. Once the Buff activates you can switch to a different Conversation type to push the next Lever. While switching to another Lever will reduce the first lever, the buff gained will persisit for the full duration of the buff. Thus, if the Diplomat is fast enough, multiple buffs from the same station can be active at once.

As of Game Update 6, each diplomacy card up also adds +10 presence to all stations, so with 6 cards up, that's +60 presence to all stations. (Smile and Nod might only be available on the Isle of Dawn.)
Unique Civic Diplomacy
The following cities and places have their own unique buff sets rather than (or in addition to) the traditional sets listed above.
Information comes in Tiers showing how valuable the information is. Tier is determined solely by the Diplomacy Skill level of the of the NPC parleyed with. The Icon and Tooltip of the information identifies it.
1-10 gives Crude
11-20 gives Significant
21-30 gives Essential
31-40 gives Vital
41-50 gives Unequalled
Gaining Information
Each type of information is mostly commonly awarded from a particular type of conversation, though in theory, any information can come from any parley(except Entertain, which only gives sellable loot and recipes for crafted diplomacy items).
Information is handed in to an informationinformant. All the information must be of one type, rarity, and tier. Thus you cannot give 2 crude and 1 significant Arcana evidence, they must all be crude or significant.Information must be handed in at the following quantities, again each bit of information must be the same type, rarity, and tier. For clothing rewards: the higher the information rarity and tier, the better the reward. Evidence yields rare (yellow) and Rumor yields Uncommon (blue), while Hearsay yields Common (green). As of Game Update 2, there are rare (yellow) clothing rewards from turning in information.For every Type-Tier-Rarity-constellation there is a unique "loot table" with unique clothing rewards. So, if you turn in evidence your clothing reward will never be the same as the reward from turning in Rumor or Hearsay.In general Loot tables for clothing rewards look much the same (with the exception of rings):
Clothing with one high presence.
Clothing with two different presences, where the sum is about the same as the single presence items.
Clothing with three different presences, where the sum is about the same as the single presence items.

Rewards for Information
Information turn-ins gives diplomacy presence clothing as a primary reward, with occasional one-time use parley or prestige items. The following informants reward the following slots, in rough order of rarity:

Bartenders are NPCs found in cities throughout Telon. Diplomats can engage bartenders in parleys to obtain a number of unusual items such as Riftway Shards, food and drink, cards, faction and other more rare items. You can begin getting parley options from Bartenders at level 2, but the lowest level Parley will still be 5. Which parley option you choose will affect the selection of Rewards that you will receive. When you hail a bartender, you will have several parley options available to you depending on your level:

These Informants offer a large number of quests that will reward you with prestigious rewards in exchange for high quality information. The quests do not indicate which tier the information must be from. They do require Unequalled information for turn-in's.
Regional Trade is a system where a Regional Trade Vendor will sell you continental goods which you can then take to other continents to sell for a profit. In order to sell the goods, you will need to locate a vendor interested in purchasing the items you hold and then Convince them to buy the items from you. If a Regional Buyer gets enough of a certain good, their market will become well stocked and they will cease to trade goods for a while.
Rewards
The price you pay for goods appears to almost always be lower than the price you receive, as long as you win your parleys. However, we need more information in order to determine how the white, grey and black market goods interact with the Market Rank of an item to determine the reward. This is a work in process. The NPC dialogues hint that you can actually lose money if you fail your parleys -- it's possible that on a failed parley, the NPC will take your goods from you and give you little or nothing in return. The following table is a work in progress of the rewards paid for successful parleys.

Who do I sell to?
Vendor smiles a little. "That's for you to find out. If I knew, I'd be the one making the profit. Part of this is finding the people who are interested. I'm sure that will be the easy part; getting them to pay well will be the hard part." Vendor adds, "So I can be a little more helpful: the cheap, plentiful goods, I'm sure you'll find a lot of basic goods merchants will be interested in these materials. Also, it may depend on the goods you purchase from me to peddle."
Is this a good investment?
Vendor shrugs. "You can make or lose money. How well you do will depend on how good at parleying you are. If you fail, you will likely lose money. However, if you do well, expect to make a tidy profit."
What is Market Rank?
Each regional trade good has a market rank associated with it. Market Rank is how tough it is to sell a particular item. The higher the Market Rank, the more money it is worth. The Market Rank is equal to the level of the parleys required to sell the item. Harder to sell or more illegal goods with a ihgher market rank can be found on other merchants. Even if those items have a low Market Rank, they will generally bring in more money than legal items with a high Market Rank.
Regional Traders
These are the NPCs who sell goods for you to trade on other continents.
Important: Regional trade buyers will only buy a certain number of goods before they "shut down" for a while. Thus, you may visit one of the following NPCs only to find they are not currently buying anything currently. This is normal! You can always come back later or you may want to look around the area to see if there are other NPCs who were closed before but who have recently opened and thus weren't identified previously!
Very little info on Grey markets, and not heard anyone confirm the black market exist. There is apparently about buying a cage in Neamsog and taking it to someone Well known Alchemist in Ahgram (Probably well known from crafting quest), NT might somehow be involved not sure how or if it even is. Reports say find buyer and sellers in most major cities is easy, find one buying what you are selling isn't always as easy.

"I Know," [merchants name] replies. "But I have suppliers."
"Do you now," you say shrewdly. "Yet you are still willing to deal with me."
The merchant frowns. "You know this isn't a quick or easy trip. I assume you, my prices are fair."
"I could see giving you five percent," [merchants name] says.
"That's an insult! Do you know what kind of monsters roam these lands?" you reply
"These goods might be exotic, but don't pretend you are the only trader around here," [merchants name] replies.
You frown. "Perhaps, but if you want to get these goods on a consistent basis, I suggest you deal straight with me."
[merchants name] sighs. "Fine. Let us get serious."
The merchant takes out a bag of coins and tosses them to you. "Count these. Tell me if that will be enough."
You count the coins and after you finish you neatly cinch the bag shut. "That's acceptable."
"Then you have a deal. I must say, you drive a hard bargain," [merchants name] says grudgingly.
You smile. "It was a pleasure doing business."
You exchange your goods with the merchant's money and bid farewell.
